Garden Feature Fountains

Sounds like a great setting for a succulent garden, assuming, as Pobept said, there’s drainage on each level. Your succulents are also going to want lots of sun. Hope the fountain is in a really bright hot spot. In the greenhouse, we grow lots of sedums and hen and chicks, including a couple of varieties that would trail over the edges of your tiers and give you a green waterfall effect. Cool. Dragon’s blood (red blooming) and Gold Carpet ( also the Tricolor) would look nifty.
If you’re in doubt about the drainage capabilities of the tiers (I assume the very bottom one will have the hole from the water circulation system somewhere.), I’d suggest filling each level halfway with sand and fine gravel, and then a good quality potting soil. Water and feed sparingly and your succulents will do great. You don’t mention your latitude, but realize that shallowly rooted perennials, including some succulents, will be prone to winter kill, if your winter lows hover below freezing.

succulents are low maintence plans thier bodies store water so they only need what rainfall they get each yr,,unless its really hot and you can water them if it gets too to dry

Sand, Sun, Some water. I have no idea what a 5 tiered water fountain is, so I have no idea why it wouldn’t work.
